Xiong Applauds St. Clair Shores Pausing Flock Camera Usage

ST. CLAIR SHORES, Mich., Sept. 24, 2026 — This week, the St. Clair Shores City Council voted to cover the city’s 12 Flock cameras, in response to resident opposition. The Council members, who had approved a five-year contract with Flock in April 2025, said they would revisit the city’s contract with Flock to address privacy, data sharing and misuse concerns. State Rep. Mai Xiong (D-Warren) issued the following statement commending the Council’s decision:

“I applaud the St. Clair Shores City Council for listening to residents and taking decisive action to address their concerns. Flock cameras exhibit unprecedented AI-driven automatic license plate reading technology, and with that comes real concerns about privacy, cybersecurity and the potential for increased warrantless searches. We must take the time to seriously consider the impacts of this technology, and I am glad that city leaders are pumping the breaks to ensure Flock cameras, if used, are done so responsibly and with people’s right to privacy in mind.”

Xiong and her House Democratic colleagues are working to strengthen privacy protections for the people of Michigan. She recently co-sponsored House Bill 6346, a bill introduced by state Rep. Matt Koleszar (D-Plymouth), which would protect data collected by automatic license plate readers, including Flock cameras, by prohibiting Michigan law enforcement agencies from sharing that data with out-of-state law enforcement agencies unless directed by a court order.
